Bibiyana 341 MW (Summit) DFG Power Plant (Unit 2)

Current Status: Operation


Bibiyana 341 MW Gas Power Plant, also known as Summit Bibiyana-II Power Plant or Bibiyana-II Gas Power Plant, is a Combined Cycle (CC) power plant situated in Parkul Village of Aushkandi Union under Nabiganj Upazilla in Habiganj District of Bangladesh (Location: 24.6397, 91.6619). It is sponsored by Summit Bibiyana Power Company Limited (SBPCL), a Joint Venture Company (JVC) of Summit Group and US energy giant General Electric (GE), to operate as a private Independent Power Producer (IPP) for 22 years. The first unit (222 MW) of the power plant started commercial operation on 6 June 2015, while the second unit (119 MW) started on 26 December 2015. As per schedule, the units will retire on 5 June 2037 and 25 December 2037, respectively.


Capacity

The installed (gross) and derated (net) capacity of the power plant is 352 MW and 341 MW, respectively.


Context

On December 5, 2014, The Asian Development Bank (ADB) authorized a loan of up to $75 million from its ordinary capital resources to Summit Bibiyana II Power Company Limited (SBPCL) on December 5, 2014. The loan was sanctioned to facilitate the design, engineering, construction, and operation of a 341-megawatt combined cycle, gas-fired power plant known as the Bibiyana II Gas Power Project (ADB, 2019)


In 2015 Summit Bibiyana II Power Company Limited (SBIIPCL) implemented Bibiyana II 341 MW gas-fired combined cycle power plant, one of the largest IPP (Independent Power Producer) projects in Bangladesh, at Parkul village, Nabiganj Thana in Habiganj District, approximately 180 km northeast of Dhaka (Devex,2023). 


The project fulfills its water needs by drawing water from the Kushiyara River. The river water intake system provides water for various purposes within the power plant, including the cooling system, and auxiliary cooling circuit, as well as for services and fire-fighting requirements. Additionally, the water drainage system includes systems for treating domestic sewage, and industrial wastewater and managing stormwater drainage. The wastewater undergoes treatment to adhere to relevant environmental regulations and guidelines (Summit, 2023).


Land Acquisition

The project was built in an area measuring 67 acres of land to the south of river Kushiara in the village Parkul at Bibiyana under union Aushkandi in Nabiganj upazila of Habiganj district about 180 kilometers north-east of the capital city Dhaka.


Finance

The total cost of the power plant was approximately USD 308.30 million, of which USD 208.30 million (67.6%) was debt and USD 100 million (32.4%) equity investment. In December 2014, the Asian Development Bank (ADB) approved a loan of USD 73.30 million from its Ordinary Capital Resources (OCR) under the "Bibiyana II Gas Power Project"  for Summit Bibiyana II Power Company Limited to construct the power plant (ADB 2021). In April 2015, IFC provided USD 75 million as a commercial loan and USD 5 million as equity (IFC 2015). Islamic Development Bank (ISDB) also provided a loan of 60 million for the project. As equity investors, both SCL and GE invested USD 47.50 million each (WBG 2018).


Sponsor

Summit Corporation Limited (SCL), formerly known as Summit Industrial & Mercantile Corporation Private Limited (SIMCL), a subsidiary of Summit Group, and General Electric Energy (GEE) jointly sponsored the power plant where SCL owns 80% and GEE owns 20% of the Summit Bibiyana Power Company Limited (SBPCL).


Contractors

First Northeast Electric Power Engineering Corporation (NEPC), a subsidiary of China Energy Engineering Corporation or Energy China (CEEC) built the power plant as the Engineering, Procurement and Construction (EPC) contractor (Daily Star 2016).


Fuel Supply

The Power Plant requires 1.22-142 Million standard cubic feet per day (Mmscfd) domestic fossil gas (DFG) to run it with full capacity. As per daily requirement, 369.60-430.19 Mmscf of DFG is required to run the power plant on 83% plant load factor (PLF). 


Power Generation

According to the PPA, It started commercial operation on 6 June 2015 (simple cycle) and 28 December 2015 (combined cycle). As per schedule, the power plant will retire on 27 December 2037. Its generation capacity is 341 MW.


Environment

Bangladesh Centre for Advanced Studies (BCAS) in cooperation with Environ UK Limited conducted the Environmental and Social Impact Assessment (ESIA) for the power plant (ADB 2014). Environmental Quality and Management System Consulting Limited (EQMS) Bangladesh conducted the Environmental, Health, Safety and Social (EHS&S) Compliance Audit during the construction period (EQMS 2019). According to the EIA Report, the power plant will use 1,200 cubic meters (1,178.41 tonnes) of water per hour from the Kushiara River. Accordingly, the power plant will use 10.32 million tonnes of water annually and 227.10 million tonnes in 22 years of operation.
