Halishahar 25 MW WTE Power Plant, also known as CCC WTE Power Plant or Chattogram City Corporation Waste-to-Energy Power Plant, is a proposed incinerator power plant to be situated in Halishahar area under Chattogram City. The power plant was proposed by Chattogram City Corporation (CCC) to be installed as a private Independent Power Producer (IPP) for 20 years. China Electric Power Equipment and Technology Company Limited (CET) expressed their interest to build the power plant as a sponsor (CT 2019).
Capacity
The proposed installed capacity of Halishahar WTE Power Plant is 25 MW.
Context
In 2019, the Local Government Division (LGD) under the Ministry of Ministry of Local Government, Rural Development and Co-operatives (MOLGRDCO) disclosed a plan to implement WTE projects in coordination with the Power Division for proper management of solid municipal waste (SMW) in the big cities especially Dhaka and Chattogram (Daily Star 2019).
On 9 October 2019, CET presented a proposal to CCC to set up a WTE power plant with capacity of 25 MW with its own investment. The company sought 10 acres of land to install the power plant and 1,500 tonnes of combustible solid municipal waste to generate electricity (CT 2019).
CCC submitted the proposal for approval of the Ministry of Power, Energy and Mineral Resources (MOPEMR). The proposal was under review of the ministry and it would be implemented within June to December 2023 (TBS 2021).
Land Acquisition
According to the proposal submitted by CET, 10 acres of land is required to construct and operate the power plant. CCC had already acquired 14 acres of land for Halishahar Sanitary Landfill site (CT 2019).
Finance
The estimated budget of the power plant is BDT 180 crore (USD 21.18 when USD 1=BDT 85) which would be arranged by the sponsor (CT 2019). Any name of the potential External Credit Agency (ECA) finance has not been disclosed till date.
