Khulna 40 MW (Aggreko) HSD Power Plant

Khulna 40 MW Diesel Power Plant, also known as Aggreko Khulna Rental Power Plant (Unit 1), is a reciprocating engine-based power plant situated in Goalpara Power House premises under Khalishpur Thana in Khulna District of Bangladesh (Location: 22.8642, 89.5394). It is sponsored by Aggreko Bangladesh Energy Solutions Limited (ABESL), a subsidiary of Aggreko International Limited (AIL), as a Rental Power Plant (RPP) for three years. The sponsor declared its Commercial Operation Date (COD) on 3 June 2008 and, according to schedule, it was to retire on 2 June 2011. However, the power plant was phased out in 2014 as the Government of Bangladesh (GOB) extended the period for 2 years.


Capacity

The installed (gross) capacity of the power plant is 40 MW.


Context

Bangladesh Power Development Board (BPDB) signed a Power Purchase Agreement (PPA) with the sponsor on 29 January 2008 to install the power plant within four months of the signing date (Khan 2008). The scheduled Commercial Operation Date (COD) of the power plant was 28 May 2008, while it started commercial operation on 3 June 2008, six days behind schedule. In order to reduce load-shedding throughout the summer, the caretaker administration approved six power contracts, including this one to Aggreko Internationals. 


The power plant was expected to supply electricity for three years, with a phase-out date of June 2, 2011. However, in October 2013, the Power Division decided to extend the tenure of the power plant for 15 months at a reduced price of electricity (Daily Star 2011).

Power Generation

The scheduled Commercial Operation Date (COD) of the power plant was 28 May 2008 but it started its commercial operation on 3 June of that year (Khan 2008). Cummins engines were used in the power plant. The power plant generated 85.37 GW of electricity with a 24.4% plant load factor (PLF) in FY 2012- 2013 which cost 18.56 BDT per unit.


Capacity Charge

BPDB had to pay the sponsor a total of BDT 359.31 crore (USD 32.74 million when 1 USD= 109.73 BDT as of 7 October 2023) capacity charge from the commercial operation (COD). The total power generation of this power plant was 983.24 gWh and the per unit cost was 16.66 BDT until FY 2013-2014.

Environment

HSD power plants emit pollutants such as sulfur dioxide (SO2), nitrogen oxides (NOx), particulate matter (PM), and carbon monoxide (CO) during combustion. These pollutants contribute to smog formation, respiratory issues etc. Burning diesel fuel releases carbon dioxide (CO2), a greenhouse gas that contributes to global warming and climate change. The continuous operation of HSD power plants adds to the overall carbon footprint and exacerbates climate-related issues
