Chandpur 50 MW (IPP) Wind Power Plant

Chandpur 50 MW Wind Power Plant, also known as Chandpur Wind Power Station, is a planned horizontal-axis wind turbine (HAWT) run power plant to be situated in Maishadi under Kachua Upazila in Chandpur District of Bangladesh (Location: 23.2470, 90.7097) approx. Bangladesh Power Development Board (BPDB) planned to set up the power plant as a private Independent Power Producer (IPP) for 20 years on a build-own-operate (BOO) basis (Sajid, 2020). The estimated commercial operation date is December 2026 and the power plant will retire in December 2046 (BPDB, 2024)


Capacity

The installed capacity of the power plant is going  to be 50 MW.


Context

Bangladesh has now taken steps to harness wind power potential, to lessen its dependency on foreign fuels to fulfill the rising need for energy. BPDB first invited tenders for the Chandpur wind project in July 2019 as part of a three-project initiative (Chandpur, Inani-Cox's Bazar and Mongla). The Chandpur and Inani projects received no bids in the first round. BPDB re-tendered in September 2020 with a bid deadline of November 3, 2020. In the re-tender, BPDB received 2 bids for the Chandpur location and 3 for Inani Beach. By early 2021, BPDB was evaluating bids and hoped to finalise contracts soon. By June 2022, the power purchase proposal was still awaiting CCGP approval The proposal was waiting for approval of CCGP even in June 2022 (BPDB 2022). BPDB was re-inviting for tenders in 2024. However, The sponsor declared its estimated commercial operation date in December 2025 (BPDB 2024).The levelised tariff for wind power projects in this programme was set at 13.20 US cents per kWh (Tk 10.56 per unit) for 20 years, as approved for the Mongla wind project which was the first contract awarded in this group (NA, 2021).


Land Acquisition

No information was found about the land acquisition for the power plant. However, the selected sponsor will be responsible for acquiring the required land for project implementation.


Finance

As the projects were proposed under a BOO model and no sponsor had been selected, no financier or funding arrangement had been identified for the project.


Sponsors

As of the latest available information, no private sponsor had been selected for the project. The sponsor is expected to be a private Independent Power Producer (IPP) chosen through a competitive tender process, while Bangladesh Power Development Board (BPDB) will serve as the off-taker under a 20-year Power Purchase Agreement (PPA) (Sajid, 2020). 


Contractors

No information was found about the contractor.


Fuel Supply

Wind energy will be used to generate electricity from this power plant.


Environment

According to Section 12 of the Bangladesh Environment Protection Act 1995, Environmental Impact Assessment (EIA) is obligatory for any industry (MOLJPA 1995). Polluting industries, such as power plants, must undergo an Initial Environmental Examination (IEE) and EIA as directed in the Environmental Conservation Rules 1997 (MOEFCC, 1997). But, to date, no IEE or EIA report has been conducted for the power plant. According to the environmental conservation rule 2023 the project falls in the “Yellow” indicating it as a slightly harmful project for the environment (MOEFCC 2023).
