EIA DOCUMENTS

According to the Environmental Conservation Act 1995, including amendments and Environmental Conservation Rules of Bangladesh, the infrastructures are divided into four categories: (a) Green, which has almost zero impact, such as printing press; (b) Yellow, which has a minimum impact, such as solar power plant (bellow 50 MW), (c) Orange, which has a moderate impact, such as solar power plant (over 50 MW), and (d) Red, which has a severe impact on the environment, such as coal, oil and gas power plants. Yellow and Orange category projects must submit an Initial Environmental Examination (IEE) for environmental clearance. In contrast, the infrastructure under the Red Category must submit an IEE for site clearance and an Environmental Impact Assessment (EIA) and Environmental Management Plan (EMP) to get environmental clearance. Besides, red-category projects require the renewal of the environmental clearance annually.

 

The Department of Environment (DOE) is responsible for receiving, analyzing and approving the EIA documents. The DOE, sponsoring companies, and financiers are accountable for disclosing it. In 2021, DOE declined to disclose the EIA report of Barisal Electric Power Company Limited (BEPCL), claiming it even as an Intellectual Property, although it is a public document. However, only Infrastructure Development Company Limited (IDCOL) published some of its financed projects' EIA, but some links are invalid. Other scheduled banks never published any EIA under their disclosure policies. The sponsor companies only publish EIA when the financiers force them to do so.

 

The EIA disclosed here are not the property of the Bangladesh Working Group on Ecology and Development (BWGED), Coastal Livelihood and Environmental Action Network (CLEAN) or any other collecting organizations; instead, they were collected from ADB, AIIB, IFC, DOE, IDCOL, MIGA, World Bank, the operating company and other institutions. As the EIAs are public documents, feel free to download and use them in any form, even without any citation.
